KEBIJAKAN NUKLIR JEPANG : MENDAYUNG DI ANTARA DISARMAMENT DAN DETERRENCE

Abstract


San Fransisco Agreement has forced Japan not to develop its military capabilities as a consequence of its lost in World War II. Security Alliance with United States of America drives US to guarantee Japan’s security against every attack from other countries. This defence policy is latter known as “Under US’s Nuclear Umbrella. In fact, such condition rises a contradiction in Japan’s role on Nuclear Non-Proliferation Treaty (NPT). In one side, Japan performs itself to be the leader in the program because of its experience on destructuve effect raised from the Atomic Bombing in Nagasaki and Hiroshima in the latest days of World War II. In another sides, Japan’s policy to be under US’s nuclear umbrella influences Japan’s steps in the NPT not against US’s interest. At last, Japan’s polivy on nuclear represents an integration of disarmament and deterrence. Its direct participation in the NPT is a sound of disarmament. Its still being under U’s nuclear umbrella is a deterrence for its national security guarantee.
